Evaluation of the appropriate size of the Afghan National Police Force Manning List (Tashkil): in accordance to Afghanistan's needs to provide security and uphold of rule and law on the entire national territory, on the basis of current threat analysis, recent security developments, studies, reports, scientific data, etc.. The Police are to be culturally embedded, internationally connected.
The assessment is conducted with reference to international recognised scientific indicators for determining the size of a national police force (police/population ratio, expected population development, comparative analysis with comparable post conflict countries etc).
Analyse and assess the current role and responsibilities of the ANP (police) and its effect on the Tashkil. Specific regard is paid to the use of ANP in counterinsurgency related tasks when backfilling of ANA (Army)operations.
Provide several differentiated options regarding the size of the police force.
Analyse and assess the financial implications of an increase and its effect on the National Budget and LOTFA (Law and Order Trust Fund), incl. the supplementary needs for equipment and training of an increased police force.
Propose a timeline for an implementation of an eventual increase of the police size.
Provide a recommendation if an eventual increase should be of temporary nature or permanent
