Project description summary:

The overall objective of the project is to develop the capacity of the Commissariat for Displaced Persons to deal with refugee and IDP related issues and thereby, contribute to the development of durable solutions for refugees and IDPs within the country and in the region.


Position 1
Title	EU LT Senior Manager and Human Resources Expert (team Leader)
Description	The Senior Manager and Human Resources Expert is also required to be the project team leader. He/she will lead the project and will have responsibilities to ensure the good coordination of the project. Managerial experience is required in public sector management with emphasis on developing in-house capacity. Knowledge of refugee related issues and working in an international environment is necessary. Qualifications and skills .University education with a degree in Public Administration, Law, Economics or other relevant educational background; .Excellent communication skills; . Fluent in written and spoken English General professional experience . Minimum ten years of professional experience . Good knowledge of refugees/IDPs issues and policies would be an asset; . Proven experience in the region . Knowledge of working in transitional countries Specific professional experience . Proven experience in management preferably in the public sector and

Position 2
Title	EU LT Communication/Public Relation expert
Description	100 W/D Qualifications and skills . University education with a degree in social sciences, public relations or other relevant education background . Excellent communication skills . Fluent in written and spoken English General professional experience . Minimum ten years of professional experience . Previous experience in the region working on communication strategies . Good knowledge of refugees/IDPs issues and policies would be an asset . Experience in coordinating activities Specific professional experience . Proven experience in developing institutional communication strategies . Proven experience in modern communication techniques . At least five years of working experience in similar public relations assignments
